The term Web 2.0 has been around since around 2004 and refers to next-generation web concepts and issues. Without going too technical here, the two major components of web 2.0 are advance useage of Asynchronous Javascript and XML (Ajax) and other applications such as XML based news "feeding" or other web content (RSS) and Open source projects like Eclipse.
According to Whatis.com , "One of the most significant differences between Web 2.0 and the traditional World Wide Web (retroactively referred to as Web 1.0) is greater collaboration among Internet users and other users, content providers, and enterprises. "
The next generation concepts have created new terminology like: blogging, wikkis, podcast, RSS feeds, Social Networks and understanding of dynamic content. There is more interactivity with encyclopedias and dictionaries. Google, Yahoo, MSN and other Web Services now drive the web. Video content stands to be the next great frontier to conquer in a very competitive world.
Perhaps Dr. Michael Walsh, assistant professor of cultural anthropology at Kansas State University explains it better than me.

Is it all hype? Well, perhaps the term has become a bit overused but it's the convergence of these technologies that presents the opportunity.

Forrester defines Web 2.0 as:
"A set of technologies and applications that enable efficient interaction among people, content, and data in support of collectively fostering new businesses, technology offerings, and social structures."
You have to understand what is happening in three distinct areas:
Enabling technologies, Core applications and features and Behavioral shifts.
